Physical and numerical models of cracks are proposed for analysis of their formation and development which are based on the main assumption that there is a сut of circular shape in the place of the rusty bar and its contour is subjected to a pressure initiated by rust pressure.

The paper presents a method for obtaining diffusion alloyed powders on the basis of austenitic steel.
The paper describes results of calculations and presents experimental substantiation of the dependence of a strip width being rolled out of a 10-mm diameter bar on its final thickness. It has been shown that the formation technology of thin steel strips out of a round bar makes it possible without any difficulties to obtain rolled products with the given cross-section dimensions due to proper selection of single drafting.
The paper investigates regularities pertaining to structure formation in a thin-film coating applied on diamond crystals by magnetron dispersion of a combined cathode (Si + C). It has been established that an amorphous layer of Si and C atom mixture is formed in the condensation process of a thin-film coating (up to 20 µm) and its glow-discharge plasma processing is accompanied by action of plasma particles along with formation of surface waves that contributes to transfer of active carbon atoms and formation of stronger Si – C connection. Structure formation in coatings (Si + C) with thickness over 100 µm proceeds according to diffusion mechanism at low temperatures (650–850ºС) with formation of α-SiC with an amorphous layer. Solid-phase reactive sintering of simple elements (silicon and carbon) in nano-coatings obtained with the help of diamond powders allows to make composites of such powders with the given complex of properties due to control of structure of particle-connection zone on atom-cluster levels.
The paper investigates influence of magnetic and electric grinding parameters on formation of physical and mechanical properties of protective coatings. It has been established that it is possible to control chemical composition, properties and qualitative characteristics of hardening coatings while changing technological process parameters.
TRANSPORT
The paper contains an analysis of micro- and macro-models of movement of a traffic stream. The best model adequately reflecting specificity of traffic movement in a road stream has been established on the basis of the executed analysis. A disintegration process modeling of coordinated automotive pack has been developed for coordination purpose when vehicles are moving along a highway. Results of experimental and theoretical investigations have been cited in the paper. Directions of further research activity on the account of specific conditions influencing on a pack disintegration have been determined in the paper.
The paper analyzes problems concerning modernization of hydro-drives and higher efficiency of their operation. A principal scheme of a self-propelled machine hydro-drive ensuring non-stage regulation, reverse and braking of the machine and operational equipment is proposed in paper. The scheme significantly expands operational capabilities of the hydro-drive and improves its power and economic indices.
ЕСOLOGY. RESOURCE SAVING
The paper presents results of investigations on process of aerobic waste water treatment with combined bio-oxidizers at milk processing enterprises. It has been shown that attached biocenosis, free-floating biocenosis and also bio-module rotation frequency have exerted a significant influence on the process of an aerobic sewage treatment. It has been established that combined bio-oxidizers can be used for cleaning high concentrated waste water at the enterprises of food industry.
The paper considers a transition mechanism of flue gas nitrogen oxides being formed due to organic fuel combustion from atmosphere into soil. Mechanisms of nitrogen compound origination and transformation in atmosphere and their transition into soil have been presented in the paper. The paper recommends a generalized equation for mathematical description of nitrogen migration into soil.
HUMANITIES AND SOCIO-ECONOMIC SCIENCES
Modernization and innovation activity is a priority factor for the provision of national safety of theRepublicofBelarus. Strategy for development of industrial and agrarian systems is considered as a concrete modification activity in the spheres of technology and science.
The paper analyzes a category of knowledge integrity in philosophical and methodological conception of the intellectual technology. Relationship of knowledge integrity and its uncertainty in the methodology of intellectual scientific research is considered in the paper. The paper reveals a role of purpose uncertainty of intellectual research process in formation of knowledge integrity properties. An analysis of integrity notion functioning has been executed while considering a problem on relationship of general and partial components. The paper shows changes in the given relationship while making transition from value-orientated research process to purpose-orientated scientific investigation. Determination of diffusion, differentiated and integrated knowledge integrity is shown at various stages of intellectual scientific research.
A necessity to improve financial planning of military budgets according to bottom-up approach and elaboration of proposals on practical application of methodology for financial planning and preparation of budget on the basis of program and purpose approach are considered in the paper.
The paper proposes to create program and purpose space, in other words organizational, informative and legal medium which makes it possible accurately and timely to give answers to such questions as: what resources, for what purposes and whom they are transferred, how they are spent? Specificity of the program and purpose approach application (military budgets taken as an example) is revealed in the paper. Determination of requirements in financial resources is broken up in stages.
The paper describes advantages of the program and purpose budgeting realization in finance management of military bodies.
Some moments concerning determination of the requirements in financial resources and events organized on their basis can be useful and applicable at other budget organizations.
The paper presents a methodology for evaluation of economic efficiency pertaining to usage of automotive transport facilities while executing international cargo transportation on the basis of average internal norm calculation of automotive operational profitability of a specific model under conditions which are typical for the given market by an average carrier.
