Abstract

The paper provides an analysis of ultrasonic surface plastic deformation and subsequent laser thermal strengthening of gray cast iron parts in the regime of hardening from a solid state with the purpose to obtain strengthened surface layers of bigger depth and less roughness of the processed surface. Program complex ANSYS 11.0 has been used for calculation of temperature fields induced by laser exposure.  The appropriate regime of laser processing without surface fusion has been selected on the basis of the applied complex. The possibility of displacement in the bottom boundary of α–γ-transformation temperature  for СЧ20 with 900 °С up to 800 °С is confirmed due to preliminary ultrasonic surface plastic deformation of the surface that allows to expand technological opportunities of laser quenching  of gray  cast iron from a solid state.

Abstract
Investigations executed by the BNTU “Shipbuilding and hydraulics” department have shown that rather efficient implementation of the requirements to the metal sheet surface designed for laser cutting can be achieved by using hydro-abrasive jet cleaning while applying water pump equipment with the range of pressure – 20–40 MPa. Type of working fluid plays a significant role for obtaining surface of the required quality. The conducted experiments have demonstrated that the efficient solution of the assigned problems can be ensured by using a working fluid containing bentonite clay, surface-active agent polyacrylamide, soda ash and the rest water.

Abstract

The problem of porous powder materials obtaining from spherical stainless steel powders has been solved by the nanotechnology development. The technology make it possible to form condensate on the powder particles surface with the thickness of more than 300 nm from Si and (Si + C) or (Mo – Si)-element mixture layers. The shearing deformation of the elements during formation permits to activate surface layers and subsequent isothermal heating leads to the ceramic coating generation and spherical 12Kh18N10T-steel powder sintering.

Abstract
The paper presents data on a technical condition of cast iron crankshafts to be repaired which is characterized by wear of crankshaft necks and connecting rod journals and misalignment of crankshaft  necks of ZMZ-53-engines. Wear and misalignment of crankshaft necks are closely described by the the Weibull's law and 70–75 % of the shafts to be repaired require recovery with deposition of coating. In order to recover crankshaft necks it is proposed to apply plasma spraying with a mixture of powders which includes copper powder. Coating obtained in accordance with the proposed technology is characterized by wear intensity during its normal operation 4,0 · 10–6 g/m, and it is by 3–5 % lower than the wear intensity rate of those shafts that have been recovered with the help of spraying powder mixtures without copper.

Abstract

The paper presents an investigation of shape and geometry parameters of machining marks obtained on the surface of titanium specimen with a single electro contact action of a wire electrode-tool. A description of the developed unit and methodology for execution of experimental investigations has been given in the paper. The paper provides and analyzes experimentally obtained data showing the effect of conditions and modes of single electro contact action of wire tool-electrode on the shape and geometrical parameters of machining marks obtained on the surface of titanium specimen. It is shown that the formation of these traces occurs in the context of joint action of both the electrical erosion and mechanical action of the working part of the wire electrode-tool on the surface of the titanium specimen that expands technological capabilities of electro contact treatment while  solving problems associated with targeted modification of the original work-piece surfaces.

Abstract
The paper describes how to solve a problem pertaining to determination of the membership function of output signals in a stochastic nonlinear system on the basis of its probabilistic analysis while using a method of statistical linearization of nonlinearities. Vector-matrix differential equation for a probability vector of system condition and differential equations for probability moments have been obtained in the paper. The paper presents an example illustrating the efficiency of the proposed theoretical assumptions

Abstract
Solution of the problem pertaining to increase of the operational period  of buildings and structures is determined mainly by efficiency of control system  for reinforced concrete structures within the whole period of their operation.  The paper contains comparative analysis of  approaches to evaluation of concrete strength in the structures in accordance with the existing norms of the Republic of Belarus and Russia and some European standards, particularly СТБ EN 13791, which have recently become effective. Differences in methodologies  for evaluation of concrete strength characteristics and criteria of concrete compliance with  strength grade have revealed in the paper.

Abstract

The paper proposes a strategy for maintaining and recovery of machinery working ability with due account of changes in technical and economic indicators (TEI) in the process of its operation. Productivity, working cost of machine hour, operating efficiency ratio, inter-shift operating efficiency,  and other TEI are changing in the process of machine operation. While operating building and road-building machinery it is possible to obtain maximum effect only with the help of complex interacting events at stages of life cycle of a concrete machine and with due account of TEI dynamics in the process of its usage.

Abstract
Methods of transmission electronic microscopy, electron diffraction, energy dispersive X-ray microanalysis have been used for investigations of element composition, regularities in structural and phase transmissions occurring in thin-filmed systems Si–Fe–Si and TiN–Ti–Si while using impulse photon annealing in terms of radiation energy density. Optimum parameters of impulse photon annealing for formation of β-FeSi2 and C54-TiSi2 thin films on silicon have been determined in the paper.

The paper shows what financial incentives, tax and investment laws have been adopted in Iraq and  Belarus for foreign  investment  attraction.  Reasons  for  reduction in direct foreign  investment  flows in these countries have been analyzed in the paper. The paper contains justification of positive features in investment policy of every country that promote an increase of volume and improvement of foreign capital structure in national economics.

Abstract

The paper considers  the initial stage of organization and development of the first State control organ of the independent Belarus – Control Chamber of the Republic of Belarus on the basis of scientific grounds of control theory of economic systems. Scientific and methodologically considered organizational and coordination approaches to the activity of the Control Chamber have promoted to  higher intensity and efficiency of financial and economic control in the initial period of the activity of new control organ and  the activity of all control organs of the Republic has taken systemized and perfectly oriented character. Such approaches have made it possible to stabilize macro-economic situation in the Republic and strengthen its economic security. The Control Chamber through highly-qualified personal, created and practically introduced methodological principles of control activity, international cooperation experience and finally high efficiency of practical control activity has made its historical contribution in formation of fundamentals of  the State Control in Belarus.

13th of March 1992 is the day when the Law “About Control Chamber of the Republic of Belarus” has been enacted by the Supreme Council of the Republic of Belarus and this day is to considered as the Day of State Control foundation in the Republic of Belarus.
