Abstract

The paper is devoted to one of the least investigated and complicated formation periods of higher engineering school inBelarus. The first steps in this direction were made in 1918–1920 but later on engineering higher education institution passed through a number of transformations and revived in 1933.

ARCHITECTURE AND CIVIL ENGINEERING

Abstract

The paper presents peculiar features and methodology pertaining to application of digital DNA 03 level for monitoring vertical movement of load-carrying structures in the workshops and foundations of various capacities, exhaust pipes and granulation towers having height from 100 to150 meters. The proposed methods presuppose usage of the results of engineering and geological investigations and highly accurate geodesic measurements considered in the process of hydro- and pneumatic tests of an isothermic storage of liquid ammonia and a production “Ammonia” shop taken as an example.

Abstract
The  location of China in a zone of high danger for occurrence of various natural disasters requires a constant readiness for fast execution of construction works pertaining to creation of temporary camps for accommodating the victims. Creation of such settlements where people can live for 5 years, is ensured in different directions, including architecture as well. For this purpose it is necessary to use such types of buildings which can be built within a short period of time and which can provide comfort for residing, conditions for elimination of stresses and realization of psychological rehabilitation. An analysis of the accumulated Chinese experience on temporary camp creation for liquidation of natural disaster consequences allows to determine the most optimum types of buildings and develop recommendations for their improvement

Abstract

The paper considers approaches to classification of coordinate measurement instruments. Classification structure taking account of all peculiar features of coordinate measurements to be followed during designing of measurement methodology is proposed in the paper. The paper advances to subdivide coordinate measurement instruments in universal, semi-universal and special ones depending on flexibility of measuring procedure realized on the their basis.

Abstract

The paper considers modeling of automation processes concerning crop cultivation by aviation. Processes that take place in three interconnected environments: human, technical and movable air objects are described by a model which is based on a set theory. Stochastic network theory of mass service systems for description of human-machine system of real time is proposed in the paper.

TRANSPORT

44-47 1681
Abstract
The paper considers a mathematical model of a local system for  vehicle cushioning, an algorithm for formation of casual external actions in accordance with the preset model of correlation function, an algorithm of casual searching for optimum parameters of suspension elements with probabilistic restrictions on break-downs of an elastic element and wheel breaking-offs. Results on optimization of suspension oscillations by minimum vibro-acceleration  of cushioned mass while a vehicle is moving within the preset speed interval are presented in the paper.

Abstract

Priority direction of the development of transportation technologies is a renovation of a freight transport fleet. A methodology for transport and technological justification of road trains has been developed for evaluation of technological transportation level in accordance with a power chart of resource transformation in the transport process. Mathematical models of energy-equivalent indices of transportation productivity and cost which are used for evaluation of fleet operational efficiency are proposed on the basis of  vehicle power-resource efficiency theory.

Abstract
The paper describes a necessity to take into account toe-in angles while making calculations of suspension kinematics. An algorithm for determination of vehicle wheel center coordinates with due account of camber and toe-in angles is presented with the help of turn matrices.  The obtained formulas describing functional dependence of vehicle wheel centre coordinates on camber and toe-in angles allow to reduce a general error in calculations and mathematical models for  operation of running gear and steering mechanisms.

Abstract
The paper provides results of experimental investigations on determination heating characteristics of ВВГ2x2.5, ВВГ2x4 and ВВГ2x6 cables and individual current-time curves of automatic switch-off series. Joint operation of automatic switch-offs and protected conductors are analyzed from the point of view of fire safety provision.

HUMANITIES AND SOCIO-ECONOMIC SCIENCES

Abstract
Schools of economic thought being on the periphery of the up-to-date mainstream make a significant contribution to science developing methodology, improving own theories and formulating a problematic field of several actual problems which are to be solved by all the schools. One of the directions of  such contribution made by the Austrian school is an attitude of economic science to intellectual property right. Indisputable support of  a property right as such being disseminated on an intellectual property by some representatives of the school faces objections in respect of the given particular case from the side of its other representatives. The paper analyzes various school approaches to the intellectual property right.

Abstract

Innovation infrastructure entities (IIEs) have become a new social institution which regulates relations between all stakeholders involved in the technology R&D and introduction process and decrease transaction costs on information dissemination and decision-making. While making IIE efficiency evaluation it is necessary to take into account the following: from one side, an influence of the given entity on the activity of scientific and educational institutions, innovative enterprises, investors, and, from the other side, IIE is to be considered as an institution that influences on  social and economic and political processes in the country and correspondingly is subjected to reverse influence of some institutions and economic system as a whole.

Abstract

A great number of papers on efficiency of information technologies in economy can be found in the national economic literature. However only forecasting IT efficiency (investment efficiency) is investigated in the  majority of these papers and problems concerning their practical application are not touched upon in the papers. The given paper is devoted especially to consideration of these problems.

Abstract

An application of a priority distribution principle provides a possibility to establish rights and obligations of the parties while executing statistical quality control of products.

Procedures of quality control from the side of a manufacturer and a consumer according to PDP are accompanied by certain decisions taken by the parties which in their turn are components of the arbitration characteristic. Arbitration characteristics show probability dependences of  an arbitration situation occurrence on quality indices, parameters of  control plans and decision-making rules.

The paper considers cases when control procedures of  a supplier and a  consumer are correct.  The paper also shows that unified control plans and a decision-making rules do not guarantee generally a correctness of double control procedures. The paper reveals that an intervention of standardization bodies  which is estimated by different amount of expenses depending on a choice of control plans and results is required  in order to ensure a correctness of the control procedures by the parties.

Abstract

The paper analyzes co-evolution as method for harmonization of the social medium. This phenomenon is based on instability and non-linearity principles that express main peculiarities of the systems investigated by post-non-classsical natural science but they are also applied as a theoretical background of a social methodology. The author tries to prove that the co-evolution strategy has a long pre-history in the oriental philosophy and also manifests itself in modern forms of culture.
