ARCHITECTURE AND CIVIL ENGINEERING
The paper shows how the obtained frequencies and types of natural oscillations of a rectangular plate with free sides make it possible to solve the problems pertaining to bending of rectangular plates on an elastic foundation.
METALLURGY. МЕТАL WORKING. MECHANICAL ENGINEERING
The paper considers four groups of devices for obtaining strips with variable thickness along their length. These devices include hydro-machining rolling, automatic rolling with control systems, rolling using profiled mandrel, strip rolling using mechanical machining of the required profile.
The paper presents results of metallographic investigations and wear tests of the following tool steel grades: hot strain steels 4H5W2FS, 4H5MWS and cold strain steels H12, H12FS. All the surfaces have been hardened with the help of carbidizing and nitro-carbonizing processes in the powder medium. The following factors have been investigated: morphology, thickness and microhardness of the obtained samples, their microstructure and phase composition. It has been determined that the application of the proposed technology makes it possible to improve wear resistance of the investigated tool steels at sliding friction.
INSTRUMENT ENGINEERING. INFORMATICS
The paper considers tendencies for development of civil engineering monitoring. The main factors influencing on secure operation of the objects are specified in the paper. The general principles used for the development of civil engineering systems are investigated in the present paper. Their typical and structural scheme is proposed and classification of the applied technical means are cited in the given paper.
It is shown that an application of preliminary abrasive machining of sawing disk side surfaces by petal wheels permits significantly to improve quality of their subsequent charging.
The method for remote calibration of a measuring device for complex factors of transfer VNA 2537 is presented is given in the paper. The paper also contains algorithms for calculation of uncertainty of measurements and results of experimental investigations.
The paper provides a capacitance calculation of a variable-capacitance transducer with ring electrodes filled with an anisotropic layer medium. Integral equations for capacitor electrodes are given in the paper. The paper contains an algorithm of their numerical solution. The adequacy of the model to real structures has been checked.
TRANSPORT
A system for vibration diagnostics based on a mobile computer and two-channel microprocessor measuring device has been developed. Usage of fast Hartley-Fourier transform allows to increase frequency resolution up to 25000 spectral lines that makes it possible to use the system for wide range of applications.
HUMANITIES AND SOCIO-ECONOMIC SCIENCES
Tendencies and perspectives for development of thermal and electric power tariffs for population and industry in Belarus have been analyzed in the paper. The average Belarusian tariffs are compared with the corresponding ones in other countries. It is revealed that the current tariff distribution for population and industry in the Republic does not stimulate the economical usage of electric power and deteriorates an export potential of the Belarusian enterprises. It is determined that due to an increase of fuel-power resource prices it will be necessary also to increase further prices of generated power resources and, first of all, prices of electrical power of non-industrial consumer groups.
The paper reveals a functional role of a reserve stock and considers the current methods of its calculation. The necessity of reserve stock calculation with the account of reliable supply of a consumer with material resources is justified in the paper. Such approach makes it possible to use the given method for calculation of reserve stock volumes taking into account significance of material resource groups.
Entrepreneurship is one of the factors that can ensure a sustainable character to the development of Belarus. The present Belarusian entrepreneurship should select the required forms and determine development priorities. It is practically impossible to do it without taking into account modem global social and economical tendencies and also specificity of Belarusian mentality and traditions. In this sense priority status is given to small and middle-sized business because it is considered as an element of economic system that ensures stability to economy. Small and middle-sized business is an ideal logistical model that provides harmonization of interests and optimization of management solutions.
Analysis of anti-crisis manager training permits to make justified conclusions on the basis of data of department on reorganization and bankruptcy of Ministry of Economy of the Republic of Belarus. This analysis shows the necessity to improve the quality of training , increase the number of higher educational institutions that participate in the educational process and establishment of special anti-crisis companies, which in their turn will make much better viability of the Belarusian enterprises.
The paper gives analysis of the Belarusian innovation potential development which includes an investigation of state and tendencies in development of scientific, technical and technological potentials, analysis of innovation infrastructure and state mechanisms of innovation activity stimulation. A special attention is given to formation and realization of a regional innovation policy. The paper considers theoretical aspects of the given process and contains definition of the given aspect and concept of strategic management of innovation region development.
