<trans-abstract xml:lang="en"><p>The article has developed an analytical model for assessing the effectiveness of countermeasures for promoting green economic development of enterprises based on low-carbon energy. The challenges of global climate change have been identified, and their study argues for the priority development and use of low-carbon energy to reduce carbon emissions and stimulate green economic growth. The paper develops a methodology for assessing the potential for green development in various industries, based on the entropy weight method and the Weaver-Thomas model. The proposed model was tested using statistical data on the potential for green development in various industries in Heilongjiang Province, China. Firstly, the study has found that the main sources of carbon dioxide emissions in Heilongjiang are mining, manufacturing, construction, and energy industries, and carbon dioxide emissions show a constant upward trend due to the long-term dependence on coal and oil. Secondly, it has been established that carbon emissions tend to increase due to the high proportion of coal and oil in the energy sector. Thirdly, the automotive and specialized equipment industry has been identified as the leading green industry in the province. Fourthly, the study shows that improving industrial energy efficiency, promoting high-carbon utilization technologies, and developing renewable energy sources are key drivers for companies to reduce their carbon emissions. Based on the above, it can be stated that the proposed analytical model for studying the effectiveness of countermeasures to promote green economic development at enterprises provides a theoretical basis for the government and enterprises to develop effective green development strategies and tools to balance economic growth with environmental responsibility.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>низкий уровень углерода</kwd><kwd>энергетическая структура</kwd><kwd>бизнес-экономика</kwd><kwd>стратегия</kwd><kwd>аналитическая модель</kwd><kwd>оценка эффективности контрмер</kwd><kwd>экономический рост</kwd><kwd>экологическая ответственность</kwd></kwd-group><kwd-group xml:lang="en"><kwd>low carbon</kwd><kwd>energy structure</kwd><kwd>business economics</kwd><kwd>strategy</kwd><kwd>analytical model</kwd><kwd>assessment of the effectiveness of countermeasures</kwd><kwd>economic growth</kwd><kwd>environmental responsibility</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Greenhouse Effect / S.
