В последние десятилетия в России и Беларуси наблюдаются активная урбанизация и увеличение доли жителей в крупных городах. Этот процесс сопровождается автомобилизацией. Муниципальные власти внедряют концепцию приоритета общественному транспорту, развивают метро, трамваи и инфраструктуру для велосипедов. Также приведенные исследования отмечают сложность изменения отношения людей к личному транспорту и необходимость развития общественного транспорта. Подтверждается гипотеза о влиянии мер стимулирования и демотивации использования личных автомобилей при передвижении и эффективности проводимых мероприятий, включая организацию платных парковок и сокращение парковочных мест. Разработаны математическая модель влияния стоимости проезда по 1 км автодороги на количество передвижений по видам транспорта и общее время в пути, а также двухфакторная математическая модель влияния стоимости проезда по 1 км автодороги и стоимости проезда в общественном транспорте на долю перемещений по видам транспорта и видам передвижения. Приведен анализ изменения структуры мобильности населения и параметров дорожного движения, рассчитанных с использованием макромодели г. Тюмени, построенной в программе PTV VISUM для утреннего времени суток. При введении платы за проезд по улично-дорожной сети города с тарифом 30 руб. за 1 км доля передвижений на легковых автомобилях снижается с 40 до 16 %. Дальнейшие исследования направлены на учет влияния других социально-экономических и технологических факторов на структуру мобильности населения, а также на разработку методики определения сбалансированных тарифов для городской транспортной системы.</p></abstract><trans-abstract xml:lang="en"><p>. The paper discusses issues of urban mobility of the population. In recent decades, Russia and Belarus has seen active urbanization and an increase in the proportion of residents in large cities. This process is accompanied by motorization. The municipal authorities are introducing the concept of priority to public transport, developing metro, trams and bicycle infrastructure. The above studies also note the difficulty of changing people's attitudes towards personal transport and the need to develop public transport. The hypothesis of the impact of measures to stimulate and demotivate the use of personal cars when traveling and the effectiveness of measures, including the organization of paid parking and reduction of parking spaces, is confirmed in the paper. A mathematical model has been developed for the effect of the cost of travel along 1 km of a highway on the number of movements by type of transport and the total travel time. A two-factor mathematical model has been developed for the effect of the cost of travel along 1 km of a highway and the cost of travel in public transport on the share of movements by type of transport and types of movement. The analysis of changes in the structure of population mobility and traffic parameters calculated using the macro model of the city of Tyumen, built in the PTV VISUM program for the morning time of day, is presented. With the introduction of tolls on the city's street and road network with a tariff of 30 rubles per 1 km, the share of movement by passenger cars decreases from 40 to 16 %.
